GRAND JURY VS. GRANDSTANDING
If we had a Jury System, the “zarzuela” or “teleserye” in Congress that is often shown on our televisions, heard over radios, and read in the morning papers would not be happening!
This is what is called GRANDSTANDING! It is tantamount to our Senate and House of Representatives washing the country’s dirty linen in public. So, what? What is wrong with the oppressed Filipino people knowing all the KABABAWAN, KATANGAHAN, KABALUKTUTAN (KKK) of
our said leaders? All these exhibitions, they say, are done “in aid of legislation”.
WHAT HAS BECOME OF THE FILIPINO SENSE OF DECENCY?
In the single unit of the society, the family, would you like everyone to know that your mother or sister is a prostitute? Or your father or brother is a hired gun or drug pusher? Of course, not! You would rather solve these problems within the 4 walls of your home.
With a GRAND JURY, investigations of crimes are done secretly by 23 college graduate, anonymous jurors. There will be one Grand Jury for every Legislative District or 235 Grand Juries in the entire country. They will determine if a probable cause exists or a crime could have been committed. If so, the suspect is charged in the trial regional court and served a warrant of arrest. The SUSPECT becomes the ACCUSED.
Why is the GRAND JURY better than our Congressional hearings?
Grandstanding by our Senators and Congressmen who want to run for re-election will cease. Senator Gordon did not want to give the Chairman of Human Rights Commission this grandstanding privilege. “Baka masapawan siya!” At least twice, Gordon said that the Chairman might run for the Senate next time.
These Congressional investigations are a waste of time and money. They even showcase the partiality and the KKK of our Senators and Congressmen.
Under a Grand Jury system, the accused will have no chance to cover up their crimes and leave the country—if ever these are contemplated and afforded! They will not even know that they are being investigated!
